Retail sales volumes in Great Britain saw a decline of 0.7% in October 2024, following a modest increase of 0.1% in September, which was down from 0.3%. This marks the first drop in retail sales in several months. The decline was due to weaker sales in non-food stores, as retailers reported that ongoing budget uncertainties significantly impacted consumer spending.

Despite this setback, sales volumes increased by 0.8% in the three months leading up to October 2024 compared to the three months ending in July 2024. Year-on-year, retail sales volumes rose by 2.4%, indicating a steady recovery from pandemic lows.

However, when compared with pre-pandemic levels from February 2020, retail sales volumes remain down by 1.5%. This reflects ongoing challenges for the retail sector as it continues to adjust to post-pandemic consumer behavior.

Within the non-food sector, sales volumes fell sharply by 1.4% in October 2024, following a robust rise of 2.3% in September. Clothing stores faced problems, experiencing a 3.1% drop in sales. This decline comes after previous growth driven by end-of-season discounts and favorable weather.

The overall downturn was further due to uncertainty surrounding the UK government’s Budget, which was announced on 30 October 2024. Retailers across multiple industries highlighted how low consumer confidence and unclear fiscal policies dampened purchasing activity.

In contrast, other retail sectors, including those selling household goods and department store items, saw a modest fall of 1.4% in October, following significant growth in September. Despite these monthly fluctuations, sales volumes increased by 2.5% compared to the same period last year, marking the strongest growth since March 2022.

This report covers the period from 29 September to 26 October 2024, with the absence of the school half-term holiday for England and Wales likely influencing seasonal sales trends.
