Canada has formally requested consultations with the United States at the World Trade Organization (WTO) over what it describes as “unjustified tariffs,” Canada’s ambassador to the WTO, Nadia Theodore, announced on Wednesday.

“The U.S. decision leaves us with no choice but to respond to protect Canadian interests,” Theodore stated in a LinkedIn post. A WTO spokesperson also confirmed the receipt of Canada’s request, signaling the beginning of a potential trade dispute.

The move follows the enforcement of a new 25% tariff imposed by U.S. President Donald Trump on imports from Canada and Mexico, effective Tuesday. The government introduced the tariffs alongside fresh duties on Chinese goods, a measure that could disrupt nearly $2.2 trillion in annual trade. Trump justified the decision by citing the failure of Canada, Mexico, and China to curb the flow of fentanyl and its precursor chemicals into the United States.

“Everyone plays their position. I played mine today and, on behalf of the Government of Canada, requested WTO consultations with the Government of the United States regarding its unjustified tariffs on Canada,” Theodore said.

Under WTO rules, bilateral consultations represent the initial step in dispute resolution. If a mutually agreeable solution is not reached within 60 days, Canada can escalate the matter by requesting formal adjudication from the WTO’s Dispute Settlement Body.

Canadian Prime Minister Justin Trudeau criticized the tariffs as “a very dumb thing to do” and announced immediate retaliatory measures. Ottawa imposed 25% tariffs on C$30 billion worth of U.S. imports, with an additional C$125 billion in potential tariffs planned in three weeks if no resolution is found.


The tariffs and Canada’s subsequent challenge come amid escalating trade tensions globally. Furthermore, On February 5, China formally launched a WTO dispute over a separate 10% tariff imposed by the Trump administration on Chinese goods, raising fears of a broader trade war between the world’s two largest economies.

As the situation unfolds, all eyes are on the WTO’s response and the potential economic ramifications of these escalating trade measures. The coming weeks will determine whether negotiations can de-escalate tensions or if a prolonged trade battle looms on the horizon.
